My CPU maxs out a 4Ghz when playing wow . I play on a laptop and get a lot of throttling so I’m wondering what CPU speed would be good to play with as I think 4Ghz is prob over kill, and I would much rather cooler temps and no throttling.

the highest cpu speed that doesn’t result in throttling.
i would also try blowing out the fans/internals with some compressed air. laptops with modern processors often run at temps very near throttling and this is not a problem, so if cleaning out some dust let’s it run hot but at full speed, then you should.
You may also want to check the windows power settings and make sure that you are set to active cooling when playing games and the like.
If this is set as Zungar mentioned, they do sell laptop cooling pads. You could get one of those and set your laptop on it while playing WoW (or any other game).
Throttling means that your CPU is getting too hot. It’s something that really shouldn’t be happening, but some manufacturers have gotten called out on providing inadequate cooling, even at base CPU speeds. There could be dust built up inside of your laptop. Most laptops are set up to allow you to take a portion, or all, of the bottom of the case off. If yours is, I would do that and blow some compressed air around in all of the little nooks and crannies to get the dust out.
If you’re feeling comfortable in doing so, and it’s easily accessible, remove the heatsink from the CPU, clean off the current thermal paste, and apply some new thermal paste.
You can reduce your clock speed and/or cut the core voltage in your BIOS. Look up your model of CPU with google for some example settings to use. Voltage will have a greater impact than clock speed. Most laptops can benefit from undervolting and other tuning to improve battery life and avoid thermal throttling. There are some other settings you can use in the BIOS to accomplish what you want to but the main one would be to find a stable lower voltage for your current clock speed. Undervolting is not going to damage your hardware so testing out different settings is just time consuming.
