This is my second post about the issue and made after talking to other departments and GM’s, and was referred here, again.
My character Jangalun was created after the prepatch and I completed every main quest in BFA including the raid and death of N’Zoth. The problem is in my game I still don’t have access to the destroyed UC that happened after Battle of Lordaeron and the undead are still not on top of the wall of Orgrimmar, and also various NPC’s like the blood elves patrolling, Thrall, the little small dialogues that happen all across Orgrimmar about the aftermath of Saurfang, the undead scattered everywhere in the city, none of that I can see nor hear. I completed everything the expansion gives me, Zidormi is not in Tirisfal to change the phase, Archivist Sylvia lets me do the Battle for Lordaeron scenario which I’ve done but doesnt fix the issue. I cleared my WoW Cache as well.
I never did the Battle for Lordaeron quest that started everything because I was never given the quest, it just threw me into Zuldazar with Talanji when I started.
I’m up to the point of maybe just deleting this guy and remaking him which would suck because I was working on him as my new main and already invested quite a bit of time on him. Might not be much for some but it was a good amount for me, and I enjoyed it, but I don’t want to repeat that again because of one bug. Gear wise I don’t care for much since at the new expansion we will be getting new stuff.
I’m an RP’er which is why I care for this stuff a little more than maybe someone just looking for more actual content, but it kills me that I cant participate on some stuff when people make stuff for that zone and I simply can’t do it, or I miss out on fluff, or if they do something on that zone like a new quest or an event I will be left out completely.
If I dont get a response before Shadowlands I guess I will just take matters into my hands and either just delete and create this guy again or create an alt which will turn into a main I guess. It sucks in my eyes but I wont have any other choice I guess.

Don’t bother remaking your character, the pre-requisite quests for Undercity to be destroyed “Hour of Reckoning” and “The Battle for Lordaeron” were removed from the game when pre-patch came, therefore it is not possible for a new character made after the pre-patch to turn Undercity into ruins.
The only hope is to wait for Blizzard to fix this bug, which I doubt will ever happen since most people don’t care about this sort of thing.

“The Battle For Lordaeron” can still be accessed via Archivist Silvia standing on the bridge in Valley of Wisdom. There does not seem to be any real reward for such, but the scenario can still be accessed while we are still in Pre-Patch.
While it is true that you can access a solo copy of the scenario that way, finishing the scenario via the NPC Archivist Silvia doesn’t phase Tirisfal Glades into the ruined version or spawns the NPC Zidormi for the player to switch between phases at will. The bug remains unfixed.

They refuse to even recognize that there’s an issue, as far as I can tell. It’s never, ever going to get fixed, and access to the phased Orgrimmar and Undercity will be a legacy thing that new characters will never, ever get to see.
I found another bug that has been caused because of this phasing issue;
The quest “The Lord Admiral’s Lament” cannot be completed since you need to turn it to the NPC Isabella that only shows up in Grommash Hold in the bugged Orgrimmar phase that new players can no longer access due to the destroyed Undercity issue.
Still doesn’t necessarily mean they will fix it. There’s a bug where you can lose the ability to turn in quests in Silverpine Forest which has been around since Cataclysm.
I don’t know why they can’t just put the Battle for Lordaeron questline on the Archivist NPCs and call it done, or at least modify the Zandalar/Kul Tiras intro quests so that you unlock the Undercity/Orgrimmar/Stormwind phases.
I am also having the same problem.
The bugs STILL persists, although the Undercity phase has been fixed with the launch of Shadowlands, Orgrimmar is still stuck in the incorrect phase without any of the forsaken refugees around city, making some BfA quests that end in Orgrimmar unable to be completed.
