Hey guys, was trying to kill rares/elites in the underbelly to unlock one of my hidden artifact appearances but I’m not seeing any mobs and I’ve been looking around for about an hour. Is there a spawn timer for them or is there something I need to do to trigger them?
You need to spend sightless eyes to call off the pvp. Talk to the dude in front of one of the entrances.

I’m having the same issue. PvP is off, but rares aren’t spawning
I started working towards the achievement and it was going well at first. The rares were spawning every few minutes and I collected several thousand sightless eyes. Then they just stopped appearing. I waited for over an hour and there was nothing. The pvp was off, so that wasn’t the problem. I just want to grind up the eyes and get my rat mount.
