a silence is manually applied by a GM, and comes with increasing consequences.
they’re a player, just like you… whose name doesn’t break any rules, and won’t be forcibly changed if reported.

And I’m telling you that you are mistaken. Character names are only ever changed if they violate the rules, regardless how often or how many times they are reported.
As for your claims of squelches and silences, well, there are at least two sides to every story, and you’re only presenting the version that paints you as an innocent victim.
