I have all of my holy specialization conduits max ilvl at 252, and when I attempt to use a death-bound shard to get my last conduit that’s at 239 that isn’t prot or ret, Adaptive Armor Fragment (non-spec specific), I get the error message that all of my current specialization conduits are max ilvl.
I’m having this same issue with Adaptive Armor Fragment conduit being stuck at 239.
Bumping this as it’s happening for me as well.
The way the issue is described, I have to wonder if the recent hotfix to the conduit upgrade items is to blame. They used to upgrade a random conduit before being changed to allow you to choose through your current spec.
But since Adaptive Armor Fragment is spec-agnostic, it may be literally impossible even after all the spec-specific conduits have been upgraded. Sounds like an oversight.

I think it’s an oversight specific to this conduit, as covenant ability conduits (which are also all spec-agnostic) were covered by the change.

So it appears that the conduit is incorrectly designated as being only a tank spec conduit (instead of tank and healer). I was able to upgrade it after upgrading all my protection conduits. Was a waste of 9k research since I never play prot, but farming the research was significantly less time than waiting for a fix.
