Unable to upgrade gear at Assistant Scholar Kah-Vez. I have the required components, and meet all other requirements. It gives me the message “That item cannot be modified”

Seems to be a pretty common problem right now. Having this issue with my bracers.

Head piece upgraded from lvl 1 to lvl 2 no problem, then get the “cannot be modified” error when I try to go to lvl 3.

We are currently investigating an issue where PvP gear can’t be upgraded. When hitting the upgrade button the error message “This item can’t be modified” appears. Currently, we do not have a workaround or resolution that can be provided. We apologize for any inconvenience while our developers work as quickly as possible to resolve the issue.

been trying to upgrade gear to level 5. Cannot buy the research paper for it it is not available from Roh Sur.

I posted this in the general thread, but thought I would post here too:
I have the same issue with a Choker of the Hidden Observer. I upgraded it successfully from 4/6 to 5/6 but then I get the same error “This item cannot be modified” text shows when I click to upgrade it to go to 6/6. I have more than the required 3,000 to do the upgrade. I was able to upgrade other items today, but not this one. I’ve relogged, disabled addons, relogged, no joy 
I have a ticket in, we’ll see what happens.

I just tried to upgrade again, at IT WORKED! so maybe they fixed something
Yup read in other forums it’s fixed.
It’s a HealBot bug. I am running BugSack, and it reports the crash every time. I have to disable HealBot Options, then after my upgrades, re-enable it.
