I’ve completed the 2 achievements and exalted with proudmoore and still can’t create a Kul Tiran human. Someone said you have to do 3 penguin wqs is this true?
Hi. Sorry it took a whole day for anyone to respond, but like any allied race all you have to do is go to your main city (alliance is Stormwind) to get started on the introductory questline. Finish that and then you will get the final achievement that allows you to create Kul Tiran people.

Thank you. Yes, I finally figured it out today. I was thinking that having the 2 achievements and the exalted rep would automatically unlock the Kul Tirans. So I was looking all over for the quest that I might of missed and also on forums but with no straight answers.
The quest is the one that sends you to Stormsong to help a Kul Tiran lady build a ship. It will take you to all 3 Kul Tiras zones and back to Stormsong. At the end you’ll unlock them.
