Unable to start The Fall of Zuldazar quest

Hi, I am trying to unlock Kul Tiran huamn, but I just can’t start the quest on The Fall of Zuldazar which is the starting quest for my last acheivment for the tide of vengeance.

I am using character name Kokopal. Not sure if it is bugged or something went worng, because I have erased all my old quests.

Probably need to be lvl 60 some of the more advance quests require u to be lvl 60 before they show.
