Turned last part into Bolvar (Explore Torghast). this is the next step in the chain but he offered no quest and no quest popup in Torghast.
I have completed 3 layers (18 floors) in both soulforge and upper.

Having this same issue. Wowhead shows it should autoaccept in Torghast, but I get nothing. Wonder if it’s time gated or something?

Same issue. Apparently folks in my guild may have gotten it? I’ve done everything there is to do otherwise. Makes zero sense
