Unable to run Legacy Raids on Multiple Difficulties per week?

I seem to only be able to run legacy raids on a single difficulty per week.
I’m just coming back to retail but I very much remember being able to do multiple difficulties of raids every week. Did this change?
When I google that question I’m told you still can via wowhead. Is that wrong?
I ran Tomb of Sargeras on Normal and now when I change the difficulty & reset I enter in at the end with all bosses dead. Resetting the dungeon changes nothing.
Friend recreated the problem on one of his characters.

Dungeons and raids might be able to clarify more, but it does seem to be once per week on legacy, no matter the difficulty, if I am reading this guide right.

Once Per Week

For older raids, you can only get loot once per week per character regardless of difficulty. Once you run any of these raids, you’ll then be locked out of loot for all other difficulties for the rest of the week. Some of the older raids only have one difficulty.

  • Includes raids from: Vanilla, TBC, WotLK, (most of) Cataclysm, (most of) MoP

    • Basically all raids from Throne of Thunder (MoP) and before

    • Exceptions: Firelands (Cataclysm), Siege of Orgrimmar (MoP)

  • Special Note:

    • Ulduar (WotLK) - You can only get loot once per week per character, but normal and heroic loot tables are combined into the same raid.

Multiple Attempts

For newer raids, you can get loot once per difficulty per week per character. You can change the difficulty and run the raid again for more loot. The loot tables do often vary between difficulties, so you may not get the same items.

  • Includes all raids from: WoD, Legion, BfA, SL, DF, TWW

    • Basically all raids from Siege of Orgrimmar (MoP) and after

    • Also includes: Firelands (Cataclysm), Siege of Orgrimmar (MoP)

  • Special Note:

    • Firelands (Cataclysm) - This is an older raid, but was reworked so that you can run two difficulties per week for loot.
  • Timewalking - These raids have separate lockouts that are in addition to regular raid loot lockouts, but are only available during the relevant Timewalking event.

Couple of questions:

  • Are you inside the raid when you change difficulty and reset? You need to be outside in order for any changes to apply.
  • Are you by yourself or in a party? Party lead is the only one who can reset instance. Also, if in a party, make sure everyone is out.
  • Are you changing the difficulty on raids or dungeons? In this instance you want Raid but you mentioned resetting the dungeon (instead of instances the game option uses) so wanted to make sure.
  • Is this just happening with Tomb or are other raids from WoD onwards also affected?

Legion you should be able to get loot on a character once per difficulty per week. I personally had no issue doing both LFR, Normal, and Heroic Tomb this week.

This is the case for raids from Classic → most of Pandaria.
From Seige of Org onwards you can do once per difficulty per raid per week. I also may have misunderstood your post. You seemed to imply that all raids were once per week, I apologize if so!

No. I am outside the raid looking at the entrance.

No, both instances of these happening were at different times and we were both by ourselves. My friend claimed this happened Tuesday when he went to do mog runs & this just happened to me today right before I posted this.

He ran into this issue in Siege of Org, I am now running into it with Tomb of Sarg.
I have not ran another raid.
I will go run Nighthold right now and see if I can recreate this. Give me ~30m

Edit: I ran Nighthold on Mythic; Killed every boss, ran outside, reset instance, changed difficulty to normal, ran back inside.

When I right click my portrait inside it shows Mythic chosen.
When I walk back outside it then shows Normal chosen.
It seems I’m just unable to re-enter raids on different difficulties once I’ve cleared them on another.
I really don’t think this is intended.
