This seems to happen more and more often on retail for me. Don’t know if this is a bug in the game or an addon.
It makes some buttons not work including right click to purchase items or move items in bag.
Reloading UI does not fix this, I have to log off and log back on to solve issue. Happened yesterday and again just now.
Definitely sounds like an addon or overlay.
I’ve heard of many similar issues throughout my experience, it’s usually a hidden window caused by an addon.

The information provided from the other posts are correct. Try a full UI reset to see if that gets things working again.
If that doesn’t work that means it’s a overlay. Some of the most common ones are:
Nvidia overly (Shadowplay)
Discord overly
Overwolf overly
Nahamic sound overlay
Xbox Game Bar
If you continue to have issues you can submit a Support Ticket so the Customer Support team can take a look into the computer and pinpoint what’s causing the trouble.
