While doing the quest “Stealing Silvermoon’s Flame” (on my Alliance character), I left the zone without accepting the pop-up/toast quest prompt and now I can’t get it to re-appear even when I click the flame again. Is there way to get it to re-appear? Not in my quest log and the completion script for that quest returns “false”.
Have you tried leaving the zone and coming back that sometimes works.
There is a couple of ways to fix this:
As suggested by Delgan, leave the zone and come back to the zone. Sometimes, also doing a /reload ui also works.
Otherwise, if that doesn’t work, then could also attempt to do a proper UI Reset. When all fails, best to them submit it to the Bug Report forums maybe.

So in a fit of pure oversight it seems these quests put an item in your inventory which can grant you the quest. So I got it now.

I find pop-up quests tend to enter your log regardless of you accepting it (unless your log is full). I was going to suggest poking around in there regardless.
I really wish Blizzard would let us ignore quests again, but sadly the initial roll-out was a disaster. :X
