Unable to raise rank of a guildie

I have a new guildie who basically is stuck at a low rank due to a bug with his authenticator.

Whenever I try to raise the rank it says “Rank Unavailable”, “Only characters with an authenticator on their account can reach this rank.”

However I have never assigned security to do that for my guild so why would it block my raising his rank?

Everyone else is fine many people are not using Authenticators at all.

This is not a bug. Certain guild ranks require an authenticator for a character to be added to. That doesn’t happen immediately either as it takes, if I’m remembering correctly, 3 or 7 days after they first log in to the character while in the guild to be promoted to such ranks.
