After two support ticket requests to try determine why I am unable to purchase the following items and getting little help - I’m left to assume this is a bug in one form or another.

I have done my best to confirm multiple alts have not previously purchased these items despite having required reputation and currency available. The following commands return FALSE meaning the associated quests have not been completed on my account.

My assumption is one of the following:
- At some point in BFA I faction transferred a Horde character (Breseiss-Tichondrius) to Alliance and purchased these items but did not complete the quests before faction transferring back to Horde. Highly unlikely, but I did complete SOME Alliance scouting reports and follow up quests on this character so it is possible but no way to confirm on my part.
OR
- Using one of the following before purchasing these items flagged/overrode or otherwise made the ability to purchase them impossible:
- 7th Legion Scouting Map
- Honorbound Scouting Map
- Scouting Map - The Wonders of Kul Tiras and Zandalar
Troubleshooting Steps:
- Removed addon management program
- Renamed WTF/Cache/Interface folders in retail and relaunched application with no addons installed
- Restored multiple BFA era characters that could have potentially purchased the items, none had the related missions available on their tables or items in their inventory
There are many players who enjoy completing legacy content and for whatever reason Blizzard continues to add once-per-account quests to the game which regularly become unobtainable with faction changes or use of items which players would never know about.
Yes, it’s 2 quests I’m unable to complete from content 3 expansions ago and noone but me will care - but it’s frustrating as a completionist player to regularly find these issues with account wide one time only quests/content.
