When my 2019 MBP (Intel, obvs) plays at full screen, it drops to 1-5 fps. If I play as windowed, even if the window is the same size as my screen, I can get 60fps. This happens even if I force performance graphics mode on my Mac to ensure it stays on the Radeon Pro GPU.
