I am currently max zandalari herbalism. I have bought rank 1 off the vendor. No npcs are offering quests for rank 2 of anything besides anchor weed (Which I have completed) What am I doing wrong?
Edit : Even though I havent touched herb on this character this whole expansion until today, I was able to buy the “relearn” book and learn all my ranking that my monk has, for some reason.
Visit the trainer. Its been a few months, but I believe all of the rank 2 herbalism skills were taught by the trainer. Then the rank 3 were random quest drops or the herbalism trainer pointed to in the right direction.
Interesting that the tome taught your alt your monks ranks. Unless of course your monk only has rank 1, which you learn almost instantly. I toyed with dropping blacksmithing on my shaman again over the weekend, perhaps I see if it works for him as well.
Not quite. The Herbalism trainer gives you quests for the rank 2 skills. The rank 3 skills for all of the herbs except Akunda’s Bite and Winter’s Kiss are also given via quests from the trainer. Rank 3 for Akunda’s Bite and Winter’s Kiss are a quest item you loot while gathering.

It’s not like Legion where while gathering there’s a chance to get a quest for the next rank? I got rank3 on all herbs in BFA but I forgot how I did it (I think most were quests from trainer.) Except anchor weed which involves doing a dungeon.
You should get rank 2 quests from the trainer, at level 25 or 50.
Something else strange is happening to Errl. I’ve leveled 5 BFA herbalists with no problems.
im in the same boat my skill is maxed out but the trainer has no quest for me forever stuck at rank 1 i guess
