Unable to learn Phase 3 epic tailoring recipe

I have completed the quesline for epic crafting ins SOD phase 3, I obtained the Inert Mantle of Nightmare and I have 253 Tailoring skills.
When I talk to shadowy figure, I have the dialogue “I have some skills as tailor”.
As soon as I click on the dialogue icon, the dialogue box close. She won’t offer me any recipe to buy/train.
I tried deleting the WTF folder and disabling all addons, but that doesn’t fix the issue.
Am I missing something ?

Well when it “works” they don’t offer you any skill to buy/train. When you click on the “I have some skill option” you just learn them.
