Unable to interact with v'eru

I went to get started with the ogri’la attune questline but right as I’m trying to start I hit a wall.

I went to V’eru to accept the first quest in the chain, Speak with the Ogre, but the quest isn’t available and I’m not able to talk to V’reu. I checked and I haven’t completed the quest already or the follow up Mog’dorg the wizened.

I also logged into my second account and was able to accept the quest on my alt. I tried to share the quest but got the message saying my main is ineligible for the quest.

I am not sure if this is a bug or there is a prereq that I am missing but any help is appreciated.

look in your quest log under shattrath and find “Mog’Dorg the Wizened” and then go to the circle of blood in Blades Edge Mountains and go to a tower to talk to the ogre

I don’t have the quest in my quest log, the quests have never been completed (I ran the scripts and they came back as false), and the follow up quests aren’t available either.
