As title says, I have a new Character which was leveled quickly. It completely skipped the Boralus quest line.
I’m trying to get the Character to Zandalar, and there are no options on the boat, there are no options on the war boards, there is no one in the main room of Boralus to talk to.
Open up a ticket and get the response ‘Head to Zandalar and hand in the quest’. Clearly you didn’t read my ticket that said ‘I CANNOT get to Zandalar’
I can get there on other Characters that completed to quest line, but there is not quest line for me to pick up on this one.

Seems to be the issue is that I’ve started Shadowlands and Anduin is no longer in the main room, so I can’t start Tides of War. I can pick it up on another lvl 40 character as I haven’t started Shadowlands yet.
There is literally nothing I can do in order to start BFA while Shadowlands is active.
I’ve been through ALL of the warboard quests and it’s not there. Hero’s Herald has nothing for me either.
Maybe Bliz can fix this as it seems to be some sort of bug.

So, hoping maybe this update will help someone in the future.
Bliz got back to me and told me I need to start “get your bearings” Female NPC located at 75.75, 23.50 from memory. https://www.wowhead.com/quest=47099/get-your-bearings
She has started the Boralus questline for me. I just gotta work through the intro quests and hopefully I can work my way to Zandalar later on.
Sucks that I have to do it per Character and it’s not account bound achievement. But, it is what it is.
I saw this old post, I have the same problem in a Dracthy char, even talking to Taelia (75.8 23.4 for me) she doesn’t show any option. I don’t know if this is really a bug but my theory is that you really can’t do this in a char 58+ because you can’t do the old content with it, just like you can’t go to the chroma because you are already in the present content.
