The follow button seems to be broken. Every time I am in a battleground, and try to follow someone, I get an error message ‘cannot follow that unit’.
Also in the open world, when I follow my friend and we run into an enemy faction guard, and it flags me for a PvP, the follow breaks, and I get the same error message.
I believe that the follow command is disabled in pvp situations. This is intentional.

Why? My friend and myself want to be able to follow each other in any circumstance. We are in a party, and it doesn’t affect anybody else, just the two of us.
If I remember correctly, it was to deter multiboxing in pvp situations.
Multiboxing is long extinct and is against T&C. There is absolutely no reason to keep the follow in PvP disabled now. Its very inconvenient that the follow method is so unreliable.
Multiboxing is not against the ToS. People are still able to multibox, as long as you are not using software/hardware to make it work.
I’d also venture a guess that it was disabled to deter inactivity in PvP situations. You are engaging in PvP combat, you should participate.

Well, if people can’t use any software/hardware to multibox, then they can only PvP on one character at a time, so having follow enabled in PvP situations wouldn’t make any difference? And inside the PvP instances, there already are possible debuffs called ‘idle’ and ‘inactive’ which will remove the player from the PvP instance if they do not participate in PvP combat. In the open world however there is no explicit requirement to participate in PvP combat, but the follow breaks not only from the enemy player attacks, but also from the NPCs who are flagged for PvP. Quite often such NPCs are also patrolling the roads and have a large aggro radius. Its so frustrating having to avoid them by going offroad, which isn’t exactly a good substitude, as off the road there is a plentiful wildlife that will often break the follow as well by using their annoying abilities or just plain chain dazes.
