Unable to Cycle through UI action bars

I logged in today and discovered that I am not able to cycle through my action bars by ‘SHIFT + MOUSE WHEEL’ any more. Anyone know how to fix this?

I have been using the exact same Default settings for UI and keybindings since I started playing the game back in 2007 and have never changed them.

In the patch notes for Tides of Vengeance:

The Key Bindings for selecting a specific action bar page (shift+1-6), paging forward (shift+mousewheel up), and paging backward (shift+mousewheel down) have been reset. These can be re-bound in the Action Bar section of the Key Bindings menu.
