My Legion Remix Paladin has been unable to continue the paladin order hall quests that would follow the initial quests to recruit your first followers. I was able to acquire all the artifacts for paladin but otherwise haven’t been able to progress the order hall. Not sure if it matters but this is a second remix character and my first was a warlock and was able to complete the order hall campaign.

I would suggest a quest helper addon. I recommend WoW-pro, but there are several others as well. Depending on how well the addon is built, this could help you find any steps you might have missed, and with a directional addon like Tom Tom, it could point you to any quest givers you might have overlooked.
i have the same issue with my pally its my second im 80 with him only quest past getting weapon was to get the other 2 i have not got any fquest to recruit but i made a 3 toon monk and was able to do it fine i cant find any answers how to fix
