I am phased into the Booty Bay version with Worgen/Bloodsail attacking the city, I can get the hint from Kelsey Yance, but Cooktholomew’s crate does not spawn.
Completing the quest chain ending in “Bloodsail’s End” presumably fixing the phasing, but will reduce reputation with Bloodsail.
