took the skip to ZM continued the quest line from bolivar in haven now im at forge of domination and cant get into the rune carvers ob as its still locked
So are you trying to get to the RuneCarver to Open the Torghast Portal? That is where he is at first. Venari should be able to help you with that in The Maw. Have you talked to Ven’Ari Yet?
I’m having the same problem. Did you find your way in? I have completed this quest five times before and had no issue. This time not so lucky.
I had same trouble then…
I figured it out, I never did anything at my covenant when i turned 60.
Going back to my covenant and doing the first couple of things and opened my forge of bonds and got my first soulbinds allowed me to go back to Bolvar and skip everything else.

so it seem change covenant fix the problem. also completing the soulbonding fix other problem if you are night fea speak to the queen she will give you the skip feature
