Logged in today to finish this storyline achievement. Only had one more step “A Flame Extinguished”. When this step completed it showed green completed under the achievement but now 4 others are grey that I already finished.

I’m having the same issue. I’ve completed every single quest in the quest line, but only have 2 lit up green. I ran the quest scripts to check as well.

Done with every quest ID related to the achievement and are all completed. Not really sure what to do from here, have a ticket open and awaiting a response.
I have this same problem. Two steps are grey for me, Sundered Legacy and Breaking Ground.
Lucky for me, only one of my alts has done any of the campaign quests for dragonflight, and checking that character shows that he was on the final steps for both of those sections of Embers of Neltharion. I was able to get the Sundered Legacy step complete by finishing it on that alt. I assume if I finish the missing step of Breaking Ground (for me, Get Rich Quick), it will complete the achievement.
Maybe check your alts and see if any of them are currently in-progress for any of the steps of the Embers of Neltharion quests.
Same issue…all quests are complete but I haven’t been awarded Embers of Neltharion. All of the quest lines are green except Breaking Ground which is grey (all of the quests in this line are complete as well). What is the fix?
This is happening to my alt as well. Breaking ground is broken.
