I am trying to complete the “Skyriding Talents and You” quest, but Celormu does not allow me to complete it.
He asks if I have spoken to Lithragosa (which I have). The quest tracker indicates that I need to talk to him.
Any suggestions???

if you go to the bronze timekeeper, he right next to him. to the left of where it says he is
