Good Morning, I have had a ticket open for a few days going back and forth with GMs and they are unable to help me.

Which states " There are no requirements for the Zereth Mortis skip besides being level 60!"
I have accessed all the areas of zerith mortis on my main toon and currently have flying. I cannot access the zerith mortis skip quest on this character, however I can access it on another character which has done nothing in shadowlands.
I think this has to do with some kind of bug because I decided to level this toon in shadowlands but never finished it. I dinged rather quickly to max level. Now I cannot access Zerith Mortis skip quest at all. So far 3 out of 4 GMs just copy and paste an access to the maw in wow head which is no help and one told me to complete Patterns within Patterns on my main which I just did but yet still no access.
Is anyone experienced enough to help me figure out why I cannot access the zerith mortis skip quest? I have completed everything necessary.
