The queue issue is a bug, nothing to do with tanks or healers or whatever. Mine usually pops in about 2 minutes even as DPS. If it’s taking too long, cancel and requeue.

If you have the quest for it, the queue pops in under 5 minutes - it prioritizes DPS with the quest. If you don’t have the quest, then yeah, you’re not getting in.
The queue has been super weird for me. I will queue DPS on like my Shaman and get in almost instantly. Like, legit a minute or two. Complete the dungeon on that character and then swap to a different one. The second time I try to queue right after completing the first, it will take literal hours if I get in at all. Regardless if I try to requeue.

How is it a failure of Blizzard that most people don’t que dungeon finder as Tank or Healer due to toxicity from DPS players?

I sat in queue one day half afk for about 24 mins as a healer. Once I realized I was still in queue, I did just that. Canceled, requeued and it popped within the minute.
Weird bugs are weird, but definitely nothing to get upset over like the OP.
Try and group up with some friends, cover multiple roles to make queue pop faster.

So Ulduman the dungeon isn’t a failure…the way they handled the queue is.
I think Uldaman is pretty fun and will get better when the mechanics actually matter. Being able to ignore the mechanics makes it boring.

The Uldaman queue “bug” or system. Still haven’t seen anything stating that it is intentional, but people are right…the queue is faster if you have the quest.
And it wasn’t chalked up to “New class, long ques”?
No. Because people with the quest typically don’t have long queues.
It’s been faster to get a dungeon if you have a quest pertaining to it for a while. I’d be surprised if this wasn’t intentional since it is functioning the way dungeons themselves have since Legion.
