UI random castbar issue - could be ELVUI (or not)

I don’t know if this is a WoW UI issue or ELVUI but I will be just roaming around Valdrakken or even flying around gathering and I get a random cast bar pop up on my screen.
I don’t have anyone targeted currently. I have no idea who this random person is or why I’m seeing this spell they are casting.
I have tried adjusting every setting I can think of!
What is causing this? How do I get rid of it???

/fstack and mouse over it, the name should give you an indication of what’s creating it.

That looks like one of the cast bars from DBM to me. Could be wrong, but I get those a lot and moving the display area for the DBM cast bars moves them out of the way.
