UI Not Saving

I have tried everything. I have reinstalled the game, deleted every trace of an addon. Moved WoW Folder off of Desktop to avoid sync.

UI does not save; I can’t delete other layouts. No buttons seem to be working in Edit Mode. On initial log in, Edit Mode isn’t even in my Options until I /reload. If anyone knows anything info or has a fix that would be great.
