Was told by a GM to come here regarding my UI. Ever since the new patch, anytime I visit a transmog vender in SW, my entire UI freezes, flashes black with name plates still appearing and then loads in with all of my addons neon green instead. I’ve reinstalled, repaired, deleted all addons, reinstalled them… I don’t know what else to do :c

Sounds like a video driver or GPU hardware problem. So you’ll probably get better help if you move this post over to the Tech Support forums (can just edit the post to move it).
That said, I’d start by running the WoW Repair Tool from the launcher, on the off chance something in game is corrupt, and doing a fresh install of your video card drivers after using DDU to uninstall the current ones.
Game on an SSD or HDD?
That green is a sign the textures failed to load on those assets which either means those texture files are corrupted or taking longer to load and not loaded yet or the like.
