The 4 npcs show up to summon Tzerak but then they just disappear with Tzerak actually showing up. Tzerak drops the item Tzerak’s Armor Plate which starts the quest Signs of the Legion in Nazzivian on Bloodmyst Isle

There was a hotfix implemented on 25th May but still Tzerak is not spawning. I just checked and watched the Summoners spawn twice but no Tzerak appeared.

Seconded. No Tzerak spawn on Heartseeker, watched the NPC spawn and disappear without Tzerak actually appearing
Same, just sat through a few cycles on Westfall and still no Tzerak spawn.
Same here on Westfall. There is one summoner always present and although his nameplate is red, if I try to attack him, it says “invalid target.” Four other summoners appeared and despawned twice while I was there without summoning Tzerak. According to Wowhead, this was also bugged in 2008 lol.
