When you accept the quest, Merrix yells about coming together and what not but when you speak to him, there is no option to report to him. I flew away and came back, abandoned and tried again, exited the game, and relogged to the select screen. Nothing seems to allow me to advance it and report to Merrix.

After trying all manner of drop/pick up the quest, exiting/continuing lorewalking, logging, addons, etc. I found how to fix it. You have to have already completed The Edicts quest on that character for the Recap to trigger properly. However, if you’re using the recap on an alt, who hasn’t done the story, this really isn’t helpful considering how much story is required to get to this quest.
But, again, the recap will trigger correctly if you’ve already completed The Edicts quest.
EDIT: This probably only requires the prerequisite quest: Paying Respects. I didn’t try the Recap again before completing The Edicts quest.
