Except that wasn’t what they did at all. They just made it usable able without an off-hand weapon. It was always a main + off hand weapon swing. They quite literally explain it in a dev note:

Stormstrike is now learned at level 10 (was a talent).
- Developers’ notes: The primary resource system, Maelstrom Weapon, was not very noticeable as a passive in the spell book. To address this, we’re making Stormstrike the introductory ability for those choosing the Enhancement specialization and replacing its spot on the talent tree with Maelstrom Weapon. Alongside this update, we’re allowing Stormstrike to be cast without an offhand weapon for the new player experience.

This was done so that if somebody leveling decided to roll enhance when they hit level 10, they weren’t SoL stuck using Primal Strike if they didn’t have 2 one-hand weapons. If they really wanted to mess with people and tease 2 hand fans, they would have removed the One-Handed Melee Weapon requirement flag to let you use only Stormstrike with a two-hander.
Realistically, the only way they could put it in without causing balancing issues that Frost DK has been dealing with is retooling the whole spec in a manner where your weapon choice has no gameplay or throughput difference/interactions regardless of your choice to use either DW or a 2-hander. Basically rendering a cosmetic option. At that point it would be easier to just make a transmog option to, for example, have a 2-hander appearance over your Dual Wield weapons. Which honestly should have been in the game at this point for everyone. I would 100% stick a 2-hander over my 2 weapons playing Enhance and would 100% stick a one hander + shield appearance over my staff while playing Ele.
Yeah, but there’s throwing a wrench at the machine and throwing a bundle of dynamite at it. Just the difference in auto-speed alone is enough to make it a balancing nightmare.
