Because when it came down to brass tacks, that was the result. Years after the separation implemention was done, when bnet was introduced, when cross-realm grouping was introduced, when there were forums just for twinks, when it would have been easier to get twinking again – there were still fewer twinks than before. As witnessed by the complaints about queue times, and “What queues are active now?”
Twinks belong in their own battlegrounds. There’s no reason for them to ever be in with non-twinks.
It literally wouldn’t matter. The way specs are unbalanced below (and at) level cap there will always be issues.
In cata I used to one shot people with ambush sub level 29. Without a twink and just with boas.
You could level an mm hunter and one shot people with aimed shot now without even needing to twink it out.
Disc priests were raid bosses racking up kbs for multiple expansions without twinks.
Pvp is unbalanced and low level pvp is just the sht end of the stick for balancing. You could take twinks out and people will still come crying here about some spec (survival hunters in legion) that is dominating bgs at low levels.
Because it’s player vs player, which is a much different experience then player vs npc.
Yes players have one way to pvp in below max level, but still, why can’t those who turn xp off not focus on fighting other like-minded folks who turned xp off?
What’s the justification from the xp off community why they should be allowed to play against xp on folks?

Except having those geared players in dungeons benefits them with easier clearing of the content so why would they want them separated?
The justification is that low level pvp should not be stuck with long or infinite queues just to pacify players who’s primary goal is leveling. Pvp becoming secondary in bgs seems a bit off to me.
I think this is probably the real problem and twinks just become the scape goats.
Not necessarily anything having to do with lower brackets, but IMO templates sucked because it disallowed customization of your character. Want to stack more crit as a Fire Mage? Blizzard says you’re locked at 30% (just as an example).
Also they didn’t tend to them. Perhaps if they actually did balance them often it would have been different. With Templates it was easy to see the real issue is class balance and tuning.

Survival hunters wrecked low level bgs in the template world of legion. Disc has and continues to be massively overpowered in low level bgs with or without twinking one.
Hell, feral affinity Resto druids are op in low level bgs without being twinks.
Specs are unbalanced at all levels of this game but even more so below level cap.
You can separate twinks and there will still be complaints about people losing in bgs. Some people just don’t like losing and will find anything to complain about why they lost.
No, I knew what you were doing. People usually resort to the “ur a liar” straw to grasp when they’ve nothing to refute but were upset indirectly by something somebody said. I see it often in conversations between others.
I wish people would just plainly say “I concede” rather than resort to those types of troll responses. It would keep things peaceful around here.
Which can take an awful long time to do if you’re getting carried through instances for drops.
I’m just amazed at all the players who only ever see twinks playing for the other team but never get any on their own team to help. How does that work, exactly?
