This quest is part of the Kyrian Campaign in Ardenweald and I can no longer loot the quest item required to accept the quest. I think this is because the code may be wired to previous quest. I completed it before actually looting the quest item.

I have the same issue!
I didn’t think the lootable item which gave a quest was related so i didnt bother to loot it…
After finding Grubby and handing in the quest, the item no longer drops from mobs allowing you to move on…

I am also experiencing the same issue. I stupidly abandoned it after assuming it wasn’t a part of the campaign quest line.
Hey, all. I had this issue and found an item in my inventory to start the quest again. Hopefully that helps in your case. let me know 
same issue here… checked inventory, nothing. even checked mail box just incase, nothing.
Just ran into this issue as well… Doesn’t appear in mail either. What a drag.
Same issue here. Have delete cache folder, left the zone, checked mailbox, checked inventory, killed 75-100 mobs to see if it drops, nothing. Can’t get the quest. Stuck at renown 19 and can’t get 21 before raid now
Does anyone have an update on a fix for this bug? Been stuck at renown 19 for over a week now.

I had the same issue and came here. So I just started killing Sicklehorn Zappers and got the Quest first drop.
I can’t believe this isn’t fixed yet. SHAME ON YOU BLIZZZARD!
