Twilight Highlands FP Issue: Gorthul Flight Master

I try to use a FP in Twilight Highlands and talk. They then reply:

"I can’t help you, “name”. Warchief Mor’ghor would have me executed if I allowed the Horde to use one of our wind riders. Some day he’ll get what’s coming to him…

Am I missing something here? I thought you could use the flight paths. Is there a quest nearby I am missing or something?

Same here on June 16th did you ever get an answer?

There’s a quest chain in Twilight to slay the boss of that base, and once you complete it, you can use the flight master.

Unless you have opened the zone through the original questline, you are in the “pre-friendly” phase at that point. If you do the questline you will open that portal you probably arrived through in both directions, and everybody in that Dragonmaw outpost will love you there.
