While doing the help with the feast World Event, do five tasks. I received a reward for a spec that I do not play. Not sure if there is anything you can do for me. But wanted ya’ll to know it gave me an agility item instead of an intellect item.
This is expected, the world events (quests) have the loot preselected. You can see what it rewards from the map.

For clarification, it was not the world event reward. The great feast was going on and it was a quest next to it to do 5 activities in the event. I do not remember the name of the item it rewarded. But upon opening the cache (or w/e it was called) it didn’t give me applicable gear. I don’t think that is how those items were intended to work.
World event rewards have never been tailored to your current spec or your loot spec setting. The only guarantee is that it will be appropriate for some spec of your character’s class.
Targeting loot for your spec only applies in instanced content like dungeons and raids, and also for the Great Vault.
Loot from most sources will drop for any specialization your class can play, regardless of your choice of Loot Specialization. This includes World and Daily Quest rewards and loot containers like tokens and bags, unless otherwise specified on the container.

ok, I’m apparently not saying this correctly. It wasn’t a world event but a quest completed during a world event.
Was it part of an instance? A dungeon or a raid?
If not, loot spec does not apply.

Pretty sure those aren’t intended to care about spec as they’re rewards from an activity in the open world.
Per the support article, here’s the only thing intended to rely on your spec:
Meanwhile, loot from the Great Vault or from bosses in Dungeons and Raids will provide armor and weapon drops specific to your Loot Specialization.
Odd. I have never gotten an item like that was not for the spec I was in at the time. Granted most of my toons are cloth, so int vs int. Like all these cache items from the “Last Hurrah” quests. https://www.wowhead.com/item=217110/cache-of-awakened-embers
