The tuskarr dinghy tooltip says that if you press space bar to paddle you can move 130% faster. (This is like the raft from mists of pandaria) unfortunately while the raft actually works, the tuskarr dinghy does NOT. You speed up for a faction of a second and instantly go back to normal speed making it inferior to the raft.

Same here. I have the Anglers Fishing Raft and the Tuskarr Dinghy. Both have the same tooltip for jumping to paddle, but the Tuskarr Dinghy does not go any faster. The Anglers Fishing Raft works as intended, though.
