How is this achieved? I am just deleting it out of the folder every time I load the game. I tried to log directly from WoW.Exe, but since I have an authenticator I can’t go that route. I realized that I am getting 2-3 second lag spikes every like 20 seconds when 2 WoW Clients are up. When Googling someone suggested WoWVoiceProxy being the culprit. I can confirm once turning it off it solved my issues.

There is no way to just remove it. The best you can do is re-name it to something else and then load with the wow.exe directly instead of the launcher.
However, most of the time issues with wowvoiceproxy are caused by something on your computer trying to block it, a firewall or security program, or a conflict with some other program. You might be able to troubleshoot what is giving that file an issue and fix it.
Sometimes addons can cause problems, disabling them and testing might be worth a shot. You can try booting up in a selective startup so that no background programs are running, and disabling or resetting to default any firewalls or security programs you have, and seeing if that sheds any light on things.
