I want to know how to turn off that shadow that is always blinking after using an ability. Help please.

That doesn’t look like the standard cooldown indicator. The default indicator is a shading effect but it operates like a clock, not by swiping right to left like your image shows.
Are you using addons? That would be the reason those cooldowns look the way they do, and you’d have to configure the cooldown correctly (if it supported that at all).
That’s exactly what I’m talking about. I want to remove that clock effect so badly. Is not a right to left swipe.

It looked like a swipe from the static picture, but I’ll accept it’s the standard clock-style shade wipe.
I don’t see any default option to turn that off, but I use the OmniCC addon and there’s an option there to change the opacity of the wipe. At 0% opacity it’s not visible at all.
Maybe someone else will have an insight in the default UI case.

I used to use OmniCC, and I remember there’s an option to turn that off as you say, turning opacity at 0%. Would the bother telling me where I can find that option? Cause I can’t find it 
Open the OmniCC configuration on the “Themes” submenu.
In the “Display” tab, at the bottom (you may have to scroll down), there is a “Cooldown Opacity” slider which goes from 100 (default) to 0. This is where you slide to 0 opacity to completely hide the cooldown shade.

Just FYI, anyone at any trust level can post any link they want by putting it between backquotes (on the tilde key).
