My friends, I come here today with yet more questions about a confusing questline and a set of comments on various websites about how to reach Najatar. It seems the questline to get there starts with the quest The Wolf’s Offensive offered by Genn Greymane on the ship Wind’s Redemption in Boralus Harbour. But the quest isn’t being offered. So I looked up prerequisites and that is where it gets confusing. Seems many of the comments out there revolve around the pre-patch event The Burning of Teldrassil which is no longer available and which I sadly missed. Others point to the Battle for Azeroth storyline and that gets even more confusing! The best resource so far has been Wowhead’s Comprehensive Nazjartar Guide. If I read this right I have to complete the 3 faction storylines. But then comes the comments about having to do with this only being available after completing the questline for Battle for Dazar’alor (which info on this is as elusive as a pink pony) and needing to complete Battle for Azeroth Pathfinder, Part One and Battle for Azeroth Pathfinder, Part Two. In short, it seems I have to do everything on Kul Tiras before I can get to Nazjatar! If that is the case, fine, but it seems rather convoluted and on many sites, ridiculous to confusing.
I am knee-deep in frustration. I know this is a complex question and was not there when BofA came out, so missed a bunch of info, but any help would be greatly appreciated.
You don’t have to do everything, but you might have to do some questing in the BfA leveling zones depending on what you’ve done on characters on your account. Basically, you need to unlock World quests before you can pick up “The Wolf’s Offensive.”
Here’s what you need for Naz’jatar:

Obtain the Heart of Azeroth. Pick up “A Dying World” from the Earthen Guardian NPC outside of the Inn in Boralus and follow the quests until you get the Heart.

Unlock World Quests. The quest you need to complete for this is “Uniting Kul Tiras” from Halford Wyrmbane. This is the step that will vary depending on if you’ve done stuff on other characters. On your first character “Uniting Kul Tiras” will only show up after you’ve done the 3 foothold quests for the War Campaign. (These are the quests that unlock travel to each of the enemy zones, and take 15-20 minutes each at level.) If you need these, Genn or Halford should have the quests you need.
Depending on whether or not you’ve unlocked BfA world quests on another character, you might have to do enough questing in each Kul Tiran zone to get to friendly reputation to complete "Uniting the Isles. This is pretty straitforward. Just be aware that for Order of the Embers in Drustvar, you don’t get any rep for the first part of the story so don’t panic when you don’t see rep gains. You’ll get a whole bunch (enough to get to friendly) all at once when you get to the point in the story where you actually form the Order of the Embers.

I am having the same issue. I have unlocked Nazjatar with my main.
I have have the Heart of Azeroth with my alt.
I’ve verified that I’ve complete “Uniting Kil Tiras” and “A Nation Divided” as stated here:
Nether Nathanos nor Genn Greymane have any quests to send me to Nazjatar.

Just figured it out, you NEED to complete the Stay of Execution quest.

The Stay of Execution quest starts in Naz’jatar, so it can’t be a requirement to get there.
Thank you all, esp Udiza, what an awesome response! I now have the Heart of Azeroth and working on unlocking the World Quests. Aradael is my only 50+ character atm the moment, the rest of mine are 30 or less. She has a lot of progress in the “old world” content before Pandaria, before which I had to quit the game. Now, after so long an absence, I see with BofA Bliz changed many of the quest mechanics, not so linear, and seems to have dropped the “breadcrumb” connections. I prefer a logical progression and I thank those who have gone before me and have shared their experience and knowledge here in the forums and on other websites (although I am finding with many sites users stopped posting after 2016).
Anywho, so working on getting that friendly rep with the 3 factions, just taking one zone at a time. Thanks again for the great help. Oh, and Alhundra thanks for that link on unlocking Nazjatar, that info from Bliz did not come up in my searches. I hope you get that resolved. So far the GMs I’ve worked with have been super helpful.
