Keep getting conflicting answers on this. Some people say that you need to do normal to collect the orb from normal for a better chance at getting the ax. While other people say doing heroic is good enough you don’t have to go back and do normal.
I think you can get it on any difficulty, including LFR, though I don’t know if the difficulty increases your chances.
Difficulty increases the drop chance of the legendary itself and it can drop from any difficulty. The greater essence shadow flame attunement thingy is compounded, which means if you get the heroic item it includes the increased chance from normal/LFR essences, and therefore does not drop in those difficulties any longer. In short the way I understand it is, you do every difficulty of fyrakk that you can for the actual legendary drop, but only need heroic (or whatever your highest difficulty currently is) for the increase drop chance item.
Edit: as an example, if you kill LFR fyrakk, normal fyrakk, and so on in that order you’ll get a new greater attunement item each time but their internal drop chance increase is based on the level of fyrakk you killed. So if LFR is +1% and you kill normal and use that item you get another +1%, but if you kill normal before LFR you just straight up get 2% and the drop chance item no longer drops in LFR.
Edit 2: just a tip as the poster below me stated this item increases the legendary drop chance on every kill of fyrakk on any difficulty after it’s use. So ideally if let’s say you are capable of killing him on heroic you’ll wanna do that first incase the legendary doesn’t drop and you just get the drop chance item, than you use that item and kill him on normal/LFR with the new increased chance you obtained.
You can only get it from the last boss, the lesser and greater essenses increase your chance of getting it the NEXT time you kill Fyrakk.
From what we’ve been told, the lesser and greater essenses do not matter where you get them from, but you have a higher base chance to get it the higher the difficulty in killing Fyrakk.
We have NO numbers to accurately judge it, but think of it like this.
Imagine every Fyrakk kill has a:
0.1% LFR
0.5% Normal
1% Heroic
2% Mythic
Chance to drop the axe. Every lesser fragment multiplies that by 1%, greater by 5%. So say you kill it on Heroic after 3 greater and 2 lesser fragments.
1% * 1.05 * 1.05 * 1.05 * 1.01 * 1.01 = 1.18% chance to drop
This absolutely will not make it guaranteed, but will make it slowly go up in chance over time.
Again, we have no numbers, but chances are the best thing you can do is:
Full clear the raid each week, kill the highest level of Fyrakk you can, and pray.

Your kills include all unused chances from lower difficulties for the week. So, if you’re capable of killing Heroic Fyrakk, then you don’t have to step in to the lowers.
