Dan – that is even weaker than what I have. 
The Elemental Lariat (crafted by jewelcrafters) is quite powerful, you might enjoy it.

Pretty sure the answer is Lariat. It’s cheap to make, upgradable, BiS. You can slide your fancy R3 diamond in there and call it a day as you keep upgrading it.
The other crafted necklace, a jewelcrafter might pay YOU to make so he could get the knowledge point from a first craft. For a reason, that is called lariat.

Get a 2* tiered medallion setting and a 3* tiered medallion setting to add extra sockets to it.
