I ask because I have it and definitely haven’t yet reached the requirements. Not that I’m remotely complaining mind you.
They just think it’s cool that you got to 65 as neutral faction. 
I don’t believe any were grandfathered as far as I know. I don’t believe Blizzard would say that either. I do know that if you lose it you can earn it back as that has happened to me. IE if you’re a good poster the bad marks eventually come off, kind of like in game penalties.
So, one temp ban over the span of a decade, and you can NEVER hit TL3?
I was just reading about it and I think that it only gives you a 6 month penalty, each suspension.

It’s honestly not hard at all the way I’m doing it. Most of the EXP is from pet battle dalies. The real grinding comes when I’m rushing with no rest to get to 80.
That’s how Doubleagent did it too. He also took herbalism, because herbing was giving reliable exp at the time.
DA is a different breed. I actually watch him stream regularly, and he does the mining and herb thing all the time in between his dragonflight world questing.
It takes several months to cap just doing dailies.
