I did not opt for the eagle network, Trueshot Lodge flight master only has dialog, no flight points. Still bugged. Argh!
Itās been 100 days since this thread was opened. Thatās absurd. Old content or not.
June 22nd and still broken, I put in a report. Thankfully the eagle works but not to enough places.
Still broken, he has dialog but no paths.
As of 6/25/21 - Still not working from the flightmaster and the Great Eagle

From what I can gather here and my own experience, I believe Odan stops offering flight paths and reverts to purely the dialogue after you chose the 2nd upgrade for your Order Hall. Even if you do not chose the Eagle Flight Paths. I would assume this is a glitch in which the paths are meant to move to the Great Eagle when that option is picked, but for some reason it is not operating as intended for either upgrade.
If anyone does the Order Hall and finds the flight paths worked for them up until their 2nd Order Hall upgrade, I think thatād confirm it. Doesnāt really solve it, though. Canāt believe how long this has been an issue for, almost as bad as the dragons not flying with no dismount in Grim Batolā¦ (but at least that can be worked around a bit easier).
It didnāt work for me today and I havenāt chosen a 2nd upgrade yet.
I suspect this is not going to be fixed, simply due to the fact that The Witchwood FP is outside Trueshot Lodge (just past all the bears).
Blizzard Entertainment may have gotten right on it, but Activision Blizzard? As Agent J would put it, Activision Blizzard prefers to ignore the āold 'n bustedā if they can to focus on the ānew and hotnessā.
Iāve just dropped by the Lodge today and FP is working again. Glad to be proven wrong.
