Tricks and Treats of Pandaria is bugged.
The part for Kun-Lai Summit : Eastwind Rest cannot be completed.
The named mob does not spawn when burning the tabard.
I have attempted it, on 3 toons.
And even toons that completed ALL quests in the zone, cannot access Eastwind Rest … it is NOT a friendly town, NPC’s everywhere.
Having the exact same experience. Can’t finish the “Tricks and Treats of Pandaria” achievement because of this.
I am also seeing this issue and have had the area unlocked since Panadaria was first unlocked. I even have the flight path to Eastwind Rest. Please fix this as it is one of the last things I need to to complete all the Achievements for Hallow’s End.
Found a Solution
I was having the same issue trying to complete the achievement “Tricks and Treats of Pandaria”. After some trial and error I figured out how to complete this.
If you see the lvl 50 NPCs (previously 120s) all over Kun-Lai summit you will need to go and complete the “Mogu at the Gates” storyline to un-phase Kun-Lai summit back to it’s pre-BFA state. See (https://www.wowhead.com/quest=57067/mogu-at-the-gates) for the list of quests you will need to complete.
If you are like me and haven’t done any quests in Kun-Lai Summit on your character you will also need to complete a handful of quests to unlock the Eastwind Rest inn. The quest chain for that starts with “The Road to Kun-Lai” quest line in Valley of the Four Winds (search for wowhead questline road to kun-lai). After you will need to do the “Call Out Their Leader” quest line through the “Challenge Accepted” quest. See (https://www.wowhead.com/quest=30457/call-out-their-leader). Once that quest is complete there is a brief cutscene and the area is now full of friendly NPCs and you are able to loot the candy bucket for the Hallow’s End Pandaria achievement.
Note: If you are specifically stuck on the “Challenge Accepted” quest where the NPC you need does not spawn I found you have to complete the BFA phased quest line, in part 1 above, for Ur-Bataar to spawn.
I have done all the quests so this isn’t a solution for me. 
Edit: I went to Mogu’shan Palace and spoke to Zimdori to bring me back to the olden timey days Pandaria. This worked! Eastwind Rest was as I expected it to be and I could Trick or Treat from the inn.
Thanks for trying to help, but I have completed all quests/storylines in Pandaria ages ago.
EDIT: This seems to have resolved itself. Returning tonight and Eastwind Rest was a safe place where I could complete the Hallow’s End quest.
I’m stuck on the Westwind bucket but I could get the other one at Binan Village.
From what I read on wowhead I need to complete that quest “Challenge accepted” although I can’t find the mob. Now I went to do all the BFA quest but my character is only level 47 so don’t know how I can do it…
Edit: It actually worked after I updated the game today
How is this still an issue ? I have tried everything from last year that was listed, i have completed the quest lines, reloaded, dropped the quests… nothing is working.
Please be mindful of the date of the thread you’re posting to. With the patches and updates and everything that has happened between now and a year ago, what may have been borking it then is very unlikely borking it now. It’s why necroing any thread that is older than a week or two is frowned upon.
It’s also not a widespread issue, else the forum would be flooded with others chiming in. So perhaps it’s something with your system doing the borking. There aren’t even any comments on WoWHead that people are still having this issue now, anything there is also from last year.
You can poke through the comments and try some of the suggestions there if you’d like -
But you may also want to try a full and proper UI reset. Not a reload, mind you. Actually following all of the steps outlined here:

my ticket stated they are looking into the issue. Yes, its called for. Stop being nice to people, like that. If this thread was not wanted it would be locked and or removed. I wish you people would take the time and read, its almost like you and others are more concered with being correct first.

two years later, same bug
Blizzard how hard is it to place a asset that already is made and has function off to the side. I am ignorant on how coding works but this seems like a fix is very VERY simple.
Anyone have a fix? Eastwind rest is on fire with no candy bucket and I am having a lot of trouble finding a current up to date solution.
Still having the same issue as well.

Then the Halloween bucket will be available
