So I have everything done for this achievement but I cannot find the last place, Blasted Lands Dreadmaul Hold. I have tried doing it in both the altered and non time altered version. In the original version of Blasted Lands there are no NPCs at the site to complete the trick or treat portion.
Just trying to get the hallowed titled finally, any help appreciated.

Try getting the candy addon that marks them on the map for you. Just called Candy Buckets
You definitely need to speak to Zidormi at the entrance to the Blasted Lands to get to the past in order to see the candy buckets, and do anything event-related.
I’m having the same problem. No Halloween decorations or bucket appear at Dreadmaul/Okril’lon Hold, even after I change the time to “before invasion” with Zimdormi… I’ve killed the Echo of Gul’dan, but it’s still not working for me. I’m going to continue the quest line from Echo of Gul’dan and see if that fixes it.? 
If it’s not turning up in the past version of the zone there’s a possibility that a questing phase could be conflicting with the spawn. Although I think it unlikely but it’s possible. Questing phases have been known to screw with regular spawns. But I would have thought blizz would have placed the event spawn outside of them but…
It was there a few days ago when I did it - you are looking for the pumpkin? It is inside the large building/fortress on old time. Alliance character though.
I don’t know if this is the case for you or not but when I was doing this for Pandaria there was one place where I had to do a few quick quests to get past phasing issues. So if you’ve talked to Zidormi and see the “past” version of The Blasted Lands and you can’t do the tricky treats, that might be the issue.
I am having the same issue, i turned time back flew to the area for the bucket and the whole area has nothing, no npcs or anything, i went back to swamp of sorrows picked up the quest that sends you to blasted lands and it still won’t show anyone or anyhting in the area.
Does that character have any WoD intro quests?
I talked to Zidormi and he takes me to the devastated lands but there is nothing, everything is empty, it is impossible to complete the achievement “Tricks and Treats of Eastern Kingdoms”. I haven’t found any solution.

I think there is a quest to capture the mine and make it horde faction you might have to do first before the base is horde, That should be in the past I think, not future . Ally get quest in front of the mine , I dont remember horde at the moment if anybody knows.
And i think there is a quest you have to do to route the Ogres from the horde base to the south ,but I dont remember where it starts , maybe the horde hero standing in the swamp next door.
Enable your low level quest tracking and walk across the border to swamp of sorrows he should be standing by some bones to the right with a ! over his head
