I beat Odyn, and I have a quest called Trial of Valor: Odyn’s Judgment that requires me to kill Helya, but where he sent me, she isn’t. I crashed into the earth from a great height. Haustvald is in the middle of the map. There are no doors or bosses on the map currently. I rode around, and I’m not sure what to do. The portal nearby takes me back to Odyn.
The goal of the quest as described on wowhead here is:
Defeat Helya within the Trial of Valor Raid.
This is a quest chain that starts in the overworld and leads to a raid. You’ll need to do the raid to finish the quest!
I figured it out. There’s another portal underneath everything as you head NE.
