So is the Expedition Catwalk theme supposed to be based on an explorer on an excursion or on some kind of cosmopolitan fashion show catwalk? I think it’s the former but I’ve been seeing the latter too. Just wanted to clarify.

It’s whatever the voters decide it is, the results may vary between groups. I thought it was like a fashion show, but I was the only person to think so in my group. Only got 3rd place using the valentines day dresses.
Basically, whoever has the better transmog of their interpretation of the theme can win (assuming everyone is voting fairly).

So far everyone tI partaken with in Expedition Catwalk is doing skimpy mogs. That’s what I thought the catagory was too.
I’ve had it maybe twice, but both times we had a pretty even split of people doing “fashion” and/or skimpy mogs for it, and people doing expedition-style exploration mogs. Voting seems to be just as split, since people from both interpretations of it got placed.
It’s certainly one of the more open-ended themes for the game, just not sure if that’s for the better or worse.
My orc rogue has a pretty perfect Lara Croft transmog that I use for that catagory. I dont think its failed to win once.
Kaioon here goes with as close to Dr Jones as plate armor will get me with mixed to positive results
This is true for EVERY theme, regardless of what the game says. I placed multiple times with this set on and even won first place for the Shadowlands theme. That surprised me as I’m just AFK farming the tokens.

Expedition Catwalk - Bring out the slooot mogs!
I leaned more on the catwalk part of theme (no floozy mog, just stylish like high fashion) and consistently placed second. Then again, for the shadowlands theme the male paladin wearing booty shorts won first place so your mileage may vary X.x
Speaking of theme…I can’t find a list of the new themes anywhere. It would be nice to have some pre-made outfits instead of scrambling to throw something together in two minutes because I’ve never seen the given theme before 
I was very confused as well lol. I went with some kind of expedition stuff . But people were in the vday dress or something way off then what i thought
Since the writing of the above post, I have taken first place in a Catwalk theme while wearing a slinky dress and a backpack, so I can confirm its veracity.
I was also confused by this one, I went with exploration theme, myself.
But the other half of my group was fancy dresses.
Who knows!

This was my Expedition: Catwalk look (or lewk, as the case may be).
Take it with a grain of salt, I only got it once and I didn’t even place with it 
Yeah, this was a ridiculous theme. I know that all the themes are up for interpretation, but from what it seemed to me, “Expedition” and “Catwalk” were basically opposites. Groups either had slutmogs or explorer-themed. This was a poorly written theme name IMO.
I mean… It’s a Catwalk.
I won that one every time it appeared due to my… more revealing hunter outfit. I’m surprised that it kept beating all the female transmogs.
